In spaces where people want to be naked with the opposite sex - swinger party, nude beach, at home with your husband, cool.
But we’ve had men’s and women’s locker rooms because, for women at least, there is generally not comfortability in being around the opposite sex naked, especially for women. The fact that this man is in women’s lockers rooms balls out changing becuase “he’s a woman” in his head is not ok. He literally can go to the men’s locker room
These girls did not consent to competing against a man, the swimming association is allowing it, and they didn’t sign up to be changing in locker rooms with him. This is stupidity

In colleges with single sex dorms men be using womens showers and bathrooms….and vice versa when hanging out. And that was at major state universities…at least in my experiences mid and late 2000s.
