They assumed that the cracked out white guy was a bum, and treated him accordingly. There isn't a country in the world with a economically disadvantaged section of the population where the police are popular.

Why do police patrol black and latin neighborhoods for drugs instead of college campuses and white neighborhoods when stats show white people use and abuse more drugs then any other racial group.

I understand that people want these problems to go away and are using trends of tokenism as examples to show that institutional racism is really a socioeconomic but we're not buying that jedi mind trick. Not yet anyway.
Hyde Park is tha hood in LA, not sure where you were going with that one...Because they can. Why? Because of socioeconomic factors. You really think they patrollin' Baldwin Hills like that? Hyde Park? Pembroke Pines? It's because those poor black and latin neighborhoods don't have the politicial/financial resources to fight back, and the ones who do within those communities are generally criminals, so they got to avoid political situations at all cost in order to not f*ck up the money.
