Senegal's public broadcaster RTS said the satellite was designed and manufactured by Senegalese engineers, in partnership with the French Montpellier University Space Centre (CSUM).

That's what I look for. Good stuff.

Senegal didn't launch it, Americans did. "Pan-African" = Senegal working in collaboration with other SSA countries to launch a satellite on African soil.
