With power in both hands and a smothering attack of combinations from awkward angles, Pacquiao became the only boxer to win world titles in eight divisions. Debuting at 106 pounds in 1995 at the age of 16, the Filipino icon went on to claim a belt as high as junior middleweight. He also won over the hearts of fans around the world to become one of the biggest draws in boxing history. Pacquiao's résumé below 135 pounds likely would have been enough to merit Hall of Fame consideration on its own, with signature victories over Marco Antonio Barrera, Erik Morales and Juan Manuel Marquez. Breh, it wasn't whose career was better, it was a PFP ranking. No sure how each voter took to choosing how to vote - some may have taken a career approach, but PFP is generally done by taking a fighter in their peak period and comparing them against other fighters in their peak period.

Personally would have done:
1. RJJ
2. Mayweather
3/4. Pacquiao/Hopkins (never followed either too heavily and i could see arguments for both sides)

If I had 15 boxing HEADS in real life politicking in a room about this subject and they ranked Manny over RJJ that door would stay closed until we figured some shyt out. Hands might get thrown too. B-Hop is a little easier to stomach but still not easy, b/c yaknow Roy beat him when they were both bubbling.
