As a runner:
Do not go running before dawn or after dark. Best to stick with established and well lit running/exercising areas.

I'm in a pretty safe neighborhood. I go jogging in the evening when it is dark out. There are people out walking their dogs which doesn't surprise me.
I don't wear a hoodie, but I'll wear a hat if it's cold. I go around enough so I'm recognized as a regular jogger of the neighborhood.
