It's mostly cultural differences. The English had a need to assert themselves as dominant and saw the celtic races as sub human and even referred to Ireland as an island of "white chimpanzees". They also tried to ethnically cleanse scotland and commuted genocide in Ireland.

The Irish, scots and welsh on the other hand just want to be left alone. Even now you have England dragging scotland into illegal wars in the Middle East that most scots want no part of.

As far as joining together goes I'm not sure. We shared a native language (that England did its best to destroy) and a similar celtic culture and where largely Roman Catholic (until the highland clearances in. Scotland).
