I think it’s a bit of both. IT is an Asian dominated industry. I saw this when I studied Comp Sci 2 decades ago.
So, I think there aren’t enough qualified white people. That said, corps realize that they can exploit these people, it’s harder to exploit Americans. By exploitation I mean long hours, lower pay and easy to manipulate. On top of that thry know if they're fired, they're gone.
It’s all about the $$$$

Main difference with Canada’s and America’s immigration system is America prioritizes and filters for better talent rather than letting everyone in. If you’re a high-performer your odds of getting in are much higher.
This creates a survivorship bias where the people coming in will be much more sharp and smart compared to your average American.
Basically what Americans talk themselves up to be, these immigrants really are.
Only roadblock is that it’s a slow process.
What Trump wants to do is basically speed up that process. Flood the talent pool and shrink the pay. That’s ultimately what CEO’s want.
