I think it was made by like 20 people. It's actually impressive for such a small team. I've seen indie games look way worse. They're still making those blurry looking pixel art games that were a product of the tech limitations at the time.
It started out as a kickstarter game being developed by one person. Once it exceeded the kickstarter and went viral, it got pushed back for almost a decade, which a bunch of shyt promised to being added to it as well as more people working on it. If you find the original demos and trailers for the game, it actually looked better before.
The voice acting is coo, but the animations and character models look like shyt. My main nitpick is that nasty ass battle system. Making it a grid was a terrible decision. It's clunky and pointless. It just makes battles take 10 times longer for no reason.
