The thing is, EC3 worked in Impact because there was the backstory of him being Dixie Carter’s snobbish nephew, when he came to NXT, there was no Ethan Carter III, just EC3, I don’t think Dixie was working for Impact at the time so they could’ve at least tied her in with his story.

This exactly, he got signed to NXT because they got lazy and relied on the crutch of signing whoever the new free agent was instead of building their own characters and stories. The rich guy gimmick is overdone these days, he would've benefited from a character makeover.
