The Deputy Minister of Home Affairs, Immigration, Safety, and Security, Lucia Witbooi, has outlined the way forward, following the landmark Cabinet decisions related to the signing of the Joint Declaration on the Genocide, Apology, and Reparations between the Namibian and German governments.

Firstly, the Chiefs' Forums in the seven (7) identified regions inhabited by the affected communities are to be addressed by Ministers as Special Envoys of the Vice President.
The rollout of Community Outreach programmes is set to commence across the seven regions and extend to the Diaspora, particularly in Botswana and South Africa.

The Foreign Ministers of Namibia and Germany will then sign agreements that will be presented in both the German Bundestag and the Namibian Assembly for further consideration and ratification.
A team from Germany is currently working on an official apology text, which Namibia will review for potential inputs before finalising.
An appropriate venue must be identified where the German President will formally tender an apology to the affected communities, after which he will arrive in Namibia to deliver it, marking a significant step in the reconciliation process.

The final step in the process will be the registration and activation of a Special Purpose Vehicle (SPV) to facilitate the implementation of projects related to the agreement
