they always have. No league likes when a player simulates a throat slashing gesture. It's that simple.

They try to ban a lot of these gestures /celebrations across all leagues mostly because they don't want the other team to take exception to it and then shyt blows up. We'd LOVE to see that cuz because it's fun and fukkery filled, but if a player feels like he's getting shown up, shyt will pop off, so leagues try to dead that shyt even if fans enjoy it
