As it's already been stated, they're not going to move forward on a tech side for their own reasons.The problem i have with prequel series (both this and House of Dragons) is it feels like technology and culture barely change. Whether its 200 years in the past or 10,000 years.
look how much our own planet has changed in the past 50 years. 10,000 would double the amount of time of human civilization in general and everyone still looks and dresses the same.

As far as your analogy, it doesn't pan out because the situations are entirely different. We're all trapped on Earth in a constant struggle for domination and resources, those who are conquered lose or have their native cultures submerged by the victors. Each major player and faction in the Dune universe has at least it's own planet or like Spacers their own sovereign ships. They're under the Emperor but it's a balance.
So imagine if Africans, Europeans, Native Americans, Asians, etc. each had their own planet to govern and make prosperous as THEY chose. The traditional styles of dress, architecture, combat would most likely be deeply revered and emulated. Look at the longer holdouts like China and Japan as isolationist countries, they resisted change and outside interference to the end. Dressing and living as your ancestors did is held in high regard with only slight tweaks for comfort and longevity.
Change is usually something that's forced by outside forces and the ones in Dune are on a different scale and not nearly so overt as our own.

I don't know how different the houses of atredes and harkonnen could possibly be...especially as time progresses. They are far from homogenous.It just breaks logic because it does the sci fi/space trope of every planet being very homogenous when it reality it shouldn’t work like that.
you got ice planet people, desert planet people, jungle planet people, high society planet people, etc. Where as if people really were to terraform or find livable planets in the galaxy they would most likely be a diverse as earth itself is As far as biomes/resources go.
