Texas is becoming more strict with the DUI laws but imo its still not strict enough. I remember reading an article where people was protesting a man who was sentenced to life for catching 19 DUI cases stating it as unfair or harsh.
Then on the other hand they have the 3 strike rule where if you're charged 3 times its a felony and the punishment is a short prison sentence (mostly 3yrs) where they might serve less than half of their time and get out early on parole.
Thats why I'm all for specialized plates and more in car breathalyzer tests.
