Brehs I figured it out. Vince brought him in and believed he WAS the guy moving forward. McIntyre was dubbed "the chosen one".

It makes sense that around that time stories were rewritten with pushing him in mind.

Similar to how everyone is being written around Roman now.

McIntyre came in when the legends like Rock and Austin were making their way out. This caused Vince to put everything into Drew and everything went downhill since then...
