A lot of the Vegas pool parties have similar dress codes. As do a lot of other places, but it's not listed like this, it's simply at the discretion of the doorman.

It's much more of a case of his name being licenced and probably some financial backing to someone running a restaurant. More of an investment, less of "his restaurant."
And as someone who lives in the Tampa area, I know what the message is behind this sign. It means no gangster drama at the place. Your kind isn't welcome. That isn't exclusive to black guys in this area. Have seen this first hand.
It's more of an exclusion of a culture or type of crowd they want at their place. It isn't the black crowd. It's the low class drug and drama crowd. I've seen this shyt so I know. I'm a chill white guy and I've gone to the places that when you walk in, you get the vibe of a BET awards show party and it's not pleasant.
There is a big black community in Tampa but in my experience, they aren't exclusively an issue. I've never seen an issue with black guys in general in Tampa. It's that thug type and I can say the white guys who embody the same culture that brings that bullshyt drama is extremely common.
Also an extremely important factor is that these people turn your place into drug central. They bring crime. They bring drug deals in the parking lots. That brings police. I've seen clubs in the Tampa area be put out of business because the police had no choice (as they saw it) to sit in the parking lot every night. This dried the place up fast and they were done within a couple months. Put out of business by this crowd. And they move on to their next new hot spot.
tl;dr Hogan not as involved as one might assume. The exclusion isn't of black people, but of a genre of club and party type people who fukk your club up. A genre not exclusively black by any means. And the drama these people bring has proven that excluding them is deserved.
