I will tell you why it never gets done most of the time. Label systems are as WORSE as they have ever been where it concerns red tape for artists recording on another label. That's why you see so many collab dream projects never happen or never released. An artist most of the time wants to take the high road, they don't want to admit they are powerless. That's why you hear these cliche excuses "We just couldn't find the right time to release it"
As far as releasing it as a mixtape, it is a nice dream, but most producers/participants want to get paid. And if it is something more than just a quick 2 minute 2 note FL Studio paste job, you will likely get stopped from it becoming a reality unless you like the taste of legal action in your mouth.
Some people have tried to defy the label, and let's just say they were paid back many times over for their "betrayal"
