Go listen to the interview he gave back in Feb. He explains why it's called a playlist.

Long story short, he said it was getting hard to label something as a mixtape and then have it on sale on iTunes without people thinking it's an album. And the concept of a playlist project was also borne out of his desire/vision to have an entire episode of OVO Sound radio feature nothing but new Drake songs.
