Sure new rules have an affect, but you really don't much about Billboard, if you think artists just started charting album tracks because of streaming. Most big albums have had numerous songs charting since at least 2006.

Man still does not have a classic lp release. His predecessors did that have several number 1 hits and still had the game locked. He might be billboards pet project at the moment.... But he still has yet to deliver that classic effort. Not to mention he doesnt write nearly as much as he led the world to believe.

Hotline Bling received more of a push (including a video that Apple Music paid for) than One Dance ever did. One Dance was an instant smash with many people. I know many of ya'll live in this coc00n over here but please don't play yourself into thinking that any that's said around here is an accurate representation of reality.
On a side note, I remember leading up to Views, many were saying that the the album had no buzz and roll out wasn't good but after it went plat in less than a week, all of a sudden the talking points changed.
