I think the universe's levels are based on an order:chaos ratio. The high level universe's seem to have their shyt in order as far as structure and minimizing fukkery is concerned. Toppo makes it seem like universe 11 don't fukk around with shyt like evil and injustice.
Then you have Universe 6, where nikkas been WYLIN, with a lot of the chaos stemming from Goku just existing. You got nikkas like Frieza flipping planets for profit, Majin Buu destroying worlds, then awakening thousands of years later and fukking more shyt up etc.
This tourney is basically for taking out the trash

I don't think Universes are alternate realities. This is why the show is confusing. It doesn't explain anything since they introduced the multiple universe angle. But then there's Trunks Timeline which is supposed to be the original timeline. But then we get two Zenos which confuses things even more its a huge mindfukk when you sit and think about it
