normally i'd agree it doesnt, but in this case it does...while beerus is the current god of destruction, we've learned there are always potential gods of destruction being scouted....i think whis and other angels train them to get them to that level, so they can do the destroying/the dirty work so to speak, but in the end they are stronger to keep the gods of destruction in check...
i think him not answering/saying he is stronger is to keep up the illusion that they are nice/innocent, and are just there to assist the gods of destruction, but have no control over them doing their work...which has been shown that they do....also, as this past episode showed, they not as nice/innocent as they put on...
