There are "Arcs" and within those arcs are "Sagas" . To be exact there are about 16 Arcs between the 4 shows and within that are like 30 Sagas. Like for example, "The Cell Arc" has 6 sagas in it. It's a weird set up because "Saga" and "Arc" I always viewed as the same but the "Saga" part in Dragon Ball can also be defined as the "Sub-Arc" storylines I was talking about. Here's the full breakdown.

Well I'd agree with you that they are essentially "Sagas", but all "Arc" means is "Story Arc" which goes across all literature, film and television that "Episodic". As far as Toriyama/Toei conformation we are talking about the Anime because the Manga is broken up very differently but growing up we've always known them as "Sagas". "One Piece" has way more episodes than "Dragon Ball" even though it's not as old as it is (Ironically came out after GT ended). That's why I think they've gone a little more extensive for breaking it up. So again yes With Dragon Ball we know them as "Sagas", like "Saiyan Saga", "Namek Saga", "King Piccolo Saga" etc. But again I think people use the word "Arc" from a storytelling standpoint to organize the stories. Even this current Arc is really just "Future Trunks Saga" but it's been almost 20 episodes so yes it's a "Saga" but it's really an overreaching story Arc. But my point was this particular saga is one of their best of the many they've had.
