That’s every villain in DB becomes a joke eventually because of power creeping. Hell fat Majin Buu didn’t make it an entire arc.
Toriyama just needs to come out and admit he was a Chinese fantasy and kung fu nerd in his younger years and hasn’t been a fan of that genre for 30 years. He made a series about Kung fu dudes fighting mystical demons and then wanted to make an action space opera but just kept the same characters because they were already popular and retconned their back stories and personalities.
Choutzu is literally a Chinese vampire yet he exists in the same universe as Frieza
Imagine what was running through Vegeta’s head when he’s used to running up on intergalactic armies dolo since he was 5 years old and earths protection force is 2 bald dudes in pajamas(one has 3 eyes for 0 reason) a homeless looking dude and a demon soul sucking vampire baby.

That's because Tien spent the entire season twiddling his thumbs on King Kai's planet (aka the bushes) with Chiaotzu and Yamcha. Krillin got the brakes beat off him more often than not, but at least he was still considered important enough to actually be on the show half the time.
To be fair though, Krillin was dead through the entirety of the King Piccolo saga so I guess that evens things out.

To be very honest, any character that was in any previous saga prior to Namek in the DB storyline that happened to be missing during the whole Namek saga for whatever reason, never returned to their prominence. As in, if a DB character missed Namek, they never got their swagger back.
. Like Yamcha, Tien, and Chiaotzu, they took the back seat from then and been a side character since.
