Aid is almost always bad on local economies, but FDI can be good if allocated correctly.

It's bad if the people there become fully dependent on it. Obviously financial aid needs to be allocated to these countries to help the citizens there. It is best to invest that money in education and programmes to help develop the skills of the people. UN and Red Cross should be kicked out of Africa.

Dambisa Moyo Zambian economist has a book call "Dead Aid" talking about that. FDI is only effective if it involves a transfer of technology and knowledge to local populations in addition to a some type of local content rule adapted.

Aid has killed a lot of the clothing industry in local African economies.
