No, there is no tie-goes-to-the-runner rule. That is made-up.

In fact, because of the way it's written, the rule ACTUALLY states that a tie goes to the fielder.

Rule 7.01 - "A runner acquires the right to an unoccupied base when he touches it before he is out."

The runner has to BEAT the throw.

I agree that the ump was going to err in favor of the no-hitter.

Not that "any play that close has to go to the runner"

Those are very different points.
