I'm still not sold on a cruiserweight division in this day and age. The main roster is wrestling a hybrid of that style and someone coming up from NXT from that division is gonna have an even harder time getting a fair share from booking, and that's saying something.
But, if there's one place were it wouldn't hurt that much it's NXT. But I wouldn't create a title, I would do something similar to the Young Lions Cup from CHIKARA. Held a yearly tournament were the Cup is on the line (the champ has to put it up for grabs and try to win the tourney) and have the winner defend it from time to time. I like it more because there's a sense of "graduation" from the people that win the Cup and then go on to other things.
The TV title sounds like a way better idea though.
