The starting point is the concept to understand the difference between right and wrong. Most mentally impaired do not have the ability to learn right from wrong. They will make it in and should not be impaired in Heaven as it is a physical limitation and not spiritual. Same with children. If you have a 9 year old out cursing a sailor, looking for porn, disrespecting their parents, being a stick up man we all know where he is going.
