It's terrible baserunning like those "juuuust off the bag" slides that became outs were terrible baserunning. May be true in the literal reading of the rule, but in the context of the game is standard, accepted and expected.
So yes, the call is justifiable by rule, though given where Turner was when the contact occurred, I think it's a poor application of the rule.
