This, however, is precisely what New York State Governor Andrew Cuomo tried to do when he signedExecutive Order 157 on June 5. The executive order requires the state to create a blacklist of institutions and companies that engage in or promote boycott, divestment, and sanction (BDS) activities against Israel—and then further requires the state to withdraw or forgo investments in these blacklisted entities. The move has earned well-deserved comparisons to the red-scare tactics of Wisconsin Senator Joseph McCarthy. It is also unconstitutional.
Andrew Cuomo’s BDS Blacklist Is a Clear Violation of the First AmendmentCuomo announced Executive Order 157 unexpectedly, after months of wrangling in the New York state legislature around two similar bills. He seems to have been spurred to action after the legislature’s efforts foundered amid opposition from more than a hundred activist and civil-liberties groups. Indeed, the governor explicitly said he chose to deploy the executive order as a way to accomplish, with a stroke of his pen, what the legislature could not accomplish in its legislative session, presumably because of all of the constitutional and political concerns constituents raised. Now he is encouraging other governors to do the same.
But on Sunday, Mr. Cuomo, a Democrat, flexed his executive power — a more familiar demonstration in the governor’s second term — joking that passing legislation can “often be a tedious affair,” and saying instead he wanted “immediate action” on B.D.S., while challenging other governors to do the same.
So Cuomo received opposition from constituents and NY dems.
As of January 2018, Republicans held 31 seats in the 63-seat New York State Senate, and Sen. Simcha Felder, a Brooklyn Democrat, caucused with them. The eight-member Independent Democratic Conference (IDC) maintained a bipartisan coalition with Senate Republicans.[9] The Senate Democratic Conference held 21 seats. There were two Senate vacancies. In the Assembly, the Democratic majority--consisting of 103 Democrats and one Independence Party member who caucused with the Democrats--held 104 seats, while Republicans held 37 seats. There were nine vacancies.
In the 2018 elections, Democrats won control of the State Senate and increased their majority in the State Assembly. In the next legislative session, Democrats will hold 40 seats in the State Senate and Republicans will hold 23 seats.[10] In the State Assembly, Democrats will hold 106 seats, Republicans will hold 43 seats, and Independents will hold one seat.[11]
The entire state legislature is conservative? Is the governor conservative? Is the NY state considered a conservative state? Did that language come out of the "conservative" part of NY or out of NYC?

State Legislature has a Republican majority Senate and Democrat majority House. By next year, Legislature will both be majority Democrat.
Anyway, for the State Legislature to be conservative would mean that the House Democrats are conservative too. So the majority of Democrats in the State Legislature are a blue dog Democrats too?
