The bank robber was in the mob....but he kidnaps a GNN news anchor and kills him after he gets done reading everything he needed to read and after the hospital explosion he jumps on a bus which pulls off and we hear screams off camera
did anyone took notice that the JOKER never killed a "civilian" in TDK?

Doesn't the movie open up with the Bank Robbery?
Yes, he kills a bunch of his own people, but at the end, he shoots the bank manager who had the shotty.
Then puts a grenade in his mouth that is attached to the bus.. then that explodes killing pretty much whoever was left in the Bank
I would go into more times when he kills civilians, but I have provided enough info to have this thread closed down already, so
1. he SHOOTS him, but doesn't KILL him. he even put a fake canister in his mouth as a prank.
2. he works for a MOB BANK, so that point is void.
engle (the news anchor) WAS NOT killed... he was the 1st one batman unmasked and realized that civilians were used as decoys...
