In like 2006 an pitcher on the Yankees flying a small plane himself had a 9/11 type of crash into a highrise in Manhattan. He didn't crash on purpose it was simply an accident.

Small plane crashes are a lot more frequent than large commercial planes.

Yeah those happen quite frequently throughout the week. A majority of them don't talk to ATC and are just folks out there in their own personal planes. As long as they don't enter controlled airspace and don't request ATC services there's nothing ATC can do except call search and rescue if they unfortunately go down
