No it's better for it being enforced by having the Foreign Muslim agenda because there is no backlash and no resistance over it. They did it in a city that is extremely racist in their ways so it fitted perfectly. Fox News and other right wing radio would have resisted the other plan. Most likely these policies are already written up prior to the situation, it just has to be passed.
