A lot of these organizations 'cover up' incidents for players as a way of letting a star player stay on field and make money for the organization and as a way of extorting them when they start getting testy on contracts and whether or not they want to stay at said organization.
A lot of this stuff goes on even before the NFL though. High schools and colleges cover up all of this behavior, but when these guys get to the league and millions of dollars per year is involved, then these organizations will use these incidents to their advantage to keep a guy in line... You want out? Well we'll remove our protection and let your activities hit the media.
I'm sure Watson's activities was no secret... but because he wants out of Houston, they removed the team that made all of these incidents go away.
