Definitely. BR has some really rough areas no doubt. It's not a "nice" city in many ways.
Although it does have some nice areas, particularly around the LSU campus there are some neighborhoods with really nice houses on Stanford Ave and that area. They also have the state capitol area (kind of boring but not bad) and stuff like that.
But places like Shreveport and other smaller cities and towns have nothing much but rough living.
No other angles? 
I remember in 07 I had to stop in Shreveport to get some coolant and it was my first time seeing a breh walk bare footed with a battery in his hand to the neighborhood in the back in the back of the auto zone.
