Biden didn't have mind-control powers over Bibi, so there's nothing he could technically do to literally force him to accept one. What Biden is being criticized for is not using the tools at his disposal to make Bibi's calculus more slanted towards ending his genocidal campaign against the Palestinians. By doing what Loose is suggesting and following the lead of the rest of the global community, Biden would have put Israel in a position where they wouldn't have impunity and would have to face the unsubsidized cost of their actions. But Biden didn't do that, because at his core he believed in Israel's position in this entire conflict with the Palestinians because he's an unrepentant follower of Zionist ideology.
Just because he couldn't hypnotize Bibi into signing a ceasefire doesn't mean the only other option was to continue providing maximal cover and support to his crimes against humanity.
