well, given recent trends, we know that's outA program that is stalled or that never gets shovels in the ground is not a program at all. And part of this comes to the Party learning how to tell certain constituencies/groups “no”, part of it comes from spending money on the “boring” stuff like tech upgrades and cutting regs
can't cut bureaucracy. can't say no to unions. can't admit that regulations can be bad. so dark blue areas will continue to mire, and bog down, and quote high speed rail 5x over budget
it really holds Dem areas back from being able to tout themselves as the superior parts of the country, because there's too much for the Republicans to attack
