Fox Studios got enough other properties that are bankable, so they're not in a rush to capitalize on all the second rate comic book characters they own. It's similar to WB, who have so much other properties that for a long time comic book movies was something they were looking into. Only after Marvel Studios stepped their game up did WB start to realize how much money there really was in those movies.

Honestly, I can't keep up with which company owns the right for which comic characters. But I remember that both X-men and Spiderman had something about that FOX need to release a movie every X years to still own the rights, guess Deadpool should be the same?

Deadpool falls under the X-franchise, so as long as Fox makes X-Men movies they'll keep the rights to Deadpool as well.

It's animated because using real actors and flipping trucks and whatnot for a one and a half minute clip would be ridiculous. Test footage is used to show studios (and others) what a film could look like.
