What is the goal here are they allowing them to operate in the hopes they will slip up? Or are they all just making money. Seems like such a headache to make a few bucks when im sure the federal government would have easier ways.
Crime and more specifically open air drug markets are typically a precursor to artificially lowered real estate prices. Allowing drugs to flood the inner cities sets up future development projects by driving out middle class residents and furthering the downward spiral of the lower classes. NYC to DC was the biggest contiguous open air drug market in the world from about 1970-2000. Not suprisingly, large chunks of that same depressed area has been gentrified and redeveloped over the last 14 years. None of that would have been possible without destabilizing the community first. You can look at any major city in America and see the same patern at work.
