Agents of the U.S. Drug Enforcement Administration and Justice Department officials have met in secret with members of Mexican drug cartels in exchange for information on rival drug organizations, a new extensive investigative report by Mexico's El Universal newspaper startlingly concludes.

According to the report, U.S. agents held more than 50 secret meetings with cartel operatives on Mexican territory between 2000 and 2012 -- without informing Mexican authorities.

El Universal writes:

Without the presence of Mexican authorities, as bilateral agreements stipulate, without informing the Mexican government, the agents of the DEA met with members of the cartels in Mexican territory, to obtain information about their rivals and at the same time and establish at the same time a network of informants of narco-traffickers, who signed cooperation agreements, subject to results, so that they can obtain future benefits, including charges being dropped in the United States.
El Universal based its reports on extensive interviews, as well as official American and Mexican documents.

Several of the documents were related to the Chicago trial of Jesus Vicente Zambada-Niebla, the son of Sinaloa leader Ismael "El Mayo" Zambada.

As Business Insider noted in 2012, Zambada-Niebla alleged while in detention in Chicago that the U.S. government struck a deal with Mexico's Sinaloa cartel to finance and arm the drug traffickers in exchange for information. Zambada-Niebla was arrested after having met with DEA officials, and believed that the alleged deal implied he was immune from arrest or prosecution.

According to the documents made public for the first time by El Universal , DEA agent Manuel Castanon said the following about that meeting:

On March 17, 2009, I met for approximately 30 minutes in a hotel room in Mexico City with Vicente Zambada-Neibla and two other individuals -- DEA agent David Herrod and a cooperation source ("CS") with whom I had worked since 2005. In the meeting on March 17, 2009, I did all of the talking on behalf of DEA. Agent Herrod does not speak Spanish. The next day, I learned that Zambada-Neibla had been arrested early in the morning by the Mexican military. The next day, three other agents and I met Zambada-Neibla at the prison where he was housed. He reiterated his desire to cooperate. He said he did not want to be in Mexico. That was the last time I talked with him.​

What is the goal here are they allowing them to operate in the hopes they will slip up? Or are they all just making money:wtb:. Seems like such a headache to make a few bucks when im sure the federal government would have easier ways.

And then they would backstab the sinolas in the end to wrap it all up i guess? Only thing is isn't the sinola cartel the biggest cartel so what use would they need with the others if they already are in bed with the big fish?

It's control just like any other conflict. In the end everything is so intertwined government, banking etc that it makes no sense to upset the balance soon as there is a dominant player you can control. It's when they lose control, that's when you see things go upside down. Think Colombia, there were so many loose ends that's why Pablo was finally ethered. Each successive government in Mexico seems to be in bed with Sinaloa.

This has been known for a while, there was a lawyer, who worked for Vicente Zambada plus the fam, Humberto Castro Loya, who was the emissary, who dealt direct with the DEA, he was a debriefed cooperating source, but with permission from the family, so he brokered deals and meetings…Basically Sinaloa Cartel contributed intel and information to the DEA, about their rivals, to help consolidate power in Juarez. They decimated the Juarez Cartel, between the Mexican Army, Policia Federal, and the US, plus the GN flipping so many Carillo Fuentes people, thats how they gained a foothold in Juarez and Chiuas. Vicentillo was essentially the point men for Ismael Zambadas op's, which included these DEA meetings, the lawyer usually passed the info, and received info from the feds. It's dirty as fukk, but thats the game in the upper echelon. However, as per usual, they sold out Vicentillo, and took him in, which was probably partly their objective the whole time. He's not going to come home, anytime soon….I don't think. He's up in Chicago MDC lockdown status, can't even get any time outside. He was also caught trying to contract out a hit on the primary witnesses against him, the Flores twins, who were his main Chicago/midwest costumers, who flipped on him. Their dad got smoked in Sinaloa though.
