Realistically speaking if we talking actual SKILLS and PERFORMANCE in the ring Hitman, Macho Man and HBK are the top 3 greatest of all time.

But to answer the question as far as Mt Rushmore we have to consider overall popularity and changing the game type shyt so its Austin, Rock, Hogan and Flair

Each of these dudes single handedly carried the whole business for a while.

Bret hart, undertaker, flair and cena are just a notch below them.

Michaels didn't carry shyt. Bret did a better job than he did. In fact Michaels almost ruined the WWF with his selfishness.

I can't put Rock on it because he became a bigger star in Hollywood. His time in wrestling was short lived for that reason.
