Well, that didn't go down well. That is, the stand-off.
The chasing and the stopping were appropriate. It was grand theft auto. :manny:
So yeah, the cop who shot him is going to be in trouble. Although the driver did not obey commands, they didn't weren't threatened with the imminent danger of serious injury or death. So, what to do? It's obvious they didn't have a "negotiator" on-call, chemical munitions-trained SWAT officer, or whatever else available. I would have to say it would have been dangerous to approach the truck with the car still running.
Giving the command to turn off a vehicle that is not further going forward after a chase is SOP. You don't want the dude to just take off and begin another pursuit, which has happened and was a possibility. Me, I think it would have been best to continue the verbal commands and wait for other officers to arrive and block off the possibility of a second pursuit and possibly bring chemical munitions (tear gas canister to flush him out) or negotiator. Let time be your friend. Stand-offs suck, but it covers your azz if you can wait to get resources to end the stand off without a death.
