It seemed like he was either a double agent - buddying up to Brother Love and his flock, then leading them into a trap at Gate 6 or once the military started to put the press on New Seattle he fell back and let them do their thing .

I'm guessing you are talking about the new character introduced on Flash this season, because Wally's old girl Jesse doesn't look like her. New girl is Jessica Parker Kennedy
