Do these stores have their own licenses to just create their own color ways? I been wondering this. Are they essentially just customs?

Most of them have an account with new era and they just submit designs to them for hats. But New Era owns the designs/hats once they are submitted so another store can easily go through a catalogue and order. A lot of the European stores do that
