So a runningback can't lower his head to take on 2 defenders down the field who are allowed to lower their heads to hit him at the same time?
Just heard Jeff Fisher explain the rule in an interview, he made it seem like not such a big deal.
He said backs can still lower their heads to drive through defenders, protect the ball, and protect themselves. He said only that the very top of the helmet can't be used as a battering ram or weapon with the intent to put a hurting on a defender. He said also it's a play that doesn't happen alot in the game, and when it does it will stand out. It's not something that will be over officiated or called alot at all. He said part of making it a rule is so that it can be fineable even if it's not called on the field.

That's a blow to the back with the crown of the helmet. That's different than this and I don't think a ball carrier can be called for spearing.
Spearing: Hitting an opposing player with the crown of your helmet. Spearing is a fifteen yard penalty.
I don't think I can ever remember that ever being called other than a blow to the back in all my years of football, popwarner through highschool. I can't recall ever seeing it in a college or NFL game either
Regardless of that rule, it would never be called on the ball carrier anyway.
