My amended view, since I first responded to this:

I don't believe that this was bio-engineered, but I can see it as a case of bio-warfare. But while I think China and its wet markets are to blame, it was our own leaders that may have attempted to weaponize it against us, on some "it's easier to kill ten million, than it is to control one million" way of thinking. I can totally see the wealthy telling those at top, "let's just see how this plays out", and didn't realize its capability to spiral out of control the way it has.
