this is how i woulda done it:

I'd keep his persona the same as it was, but just have him mysteriously brainwash certain guys... maybe Vader and Mark Henry for starters

And the guys he brainwashes come out bodyguarding him dressed in all gold, with gold carnival masks maybe

He wins the belt with interference from his goldust cult members until he eventually loses it to stone cold or sid at a big 4 ppv

From ‘96-‘03 there were way too many big names in the fold for him to be.

This. The gimmick wasn't one that would have people taking him seriously given some of the others at the top of the card from 96-99. Also, if for whatever reason they made him champ, the entirety of that reign would not age well at all. Not to mention there were certain people who weren't comfortable with that gimmick in 1996. Scott Hall outright refused to work with him because of questions his son would ask about the character. I'm sure there were others as well who probably would have shied away from an angle.

I will say though, had WCW not done the Seven bullshyt and redebuted him in a similar way they did with Jarrett in '99, I think he could have had more success there.
