Honestly, no.
From ‘96-‘03 there were way too many big names in the fold for him to be.
Absolutely respect his dedication to the character though, there’s very few wrestlers (or even just entertainers) that could’ve pulled it off as well as him.

Why on earth would anyone ever make a gimmick like Goldust their champion?
There's a lot of people throughout history that could have been champion. But I think the in-ring and character work combined would have made for an... interesting run.
I doubt it could have happened in the time frame he was in, though.

New Gen. Era is the ONLY time I could imagine Goldust winning the WWE Title in probably a transitional run. I could easily imagine Old Man Bob Backlund getting into a feud with him wanting to restore the championship to former glory due to Goldust's "non-harlem" lifestyle...
Eventually it would lead to a showdown with Bret Hart winning the title from him at probably SummerSlam or a random episode of Raw to boost ratings.

He was getting crazy heel heat in 96. He definitely could've had a lil run with the belt i think but obviously if a heel was gonna get a run with the belt in 96 it should've been Vader
