2020 is already a write off, 2021 isn't looking promising either.
People don't want to deal with another lockdown.

Can't speak for all of Europe but here in the Netherlands you could see people were getting tired of the regulations. Once things started to ease down over the summer folks thought it was gravy, when cases ran up again they didn't want to acknowledge this shyt was coming back. Meanwhile the government did little to prepare for the 2nd wave they kept warning about. Now we're back in a partial lockdown but with too much leniency because the government is scared of going to a full lockdown and catching backlash.

So now restaurants and bars are closed, everybody who can should work from home, masks are mandatory in public transport and some public places and no groups gathering of more than four people. But on the other hand stores are allowed to remain open and determine their own mask policy (spoiler alert, only few demand them) so shopping streets remain a hub of infections. Add that people aren't as serious anymore disinfecting their hands or washing them with soap all the time and it's easy to see why this shyt keeps spreading. Additionally, with the weather getting colder and people catching a cold or the flu it's easier to spread Covid along with them. So a lot of asymptomatic folks who normally would be barely capable of spreading Covid can now spread it easier because they're sneezing and coughing more.
