It's more like power dynamics and institutional roles within policing override any racial solidarity. You're just as likely to be abused by a Black cop as you are a white cop because the system is built to enforce control over communities, not to protect them, which ends up corrupting Black cops too. Hence, they're all pigs.
Are average black citizens just as likely or is it the criminal citizens?

If you acknowledge that the system has control over communities you're less likely to place yourself in position to be abused by police.

From experience I know black cops aren't necessarily corrupted, it's just that segments of the community see themselves as being "anti-societal" which automatically puts them at odds with police.

Police misconduct affects regular citizens too. That's why we talk about how the problem is a systemic one, and not just about the behavior of individuals, when we are talking aobut how the institution of policing operates, especially in certain communities. Studies show that people in marginalized areas face police aggression and unjust treatment even if they're law-abiding citizens.
