In South America is a tactic as old as I can remember (25+ years). The main difference is that it's never that many people and at the end of the day, if push comes to shove, people end up sitting in the stairs.

Nowadays it barely happens though, at least in Chile. This Copa is probably a case of a horrible security/organization and bunch of casuals just going crazy because they didn't think they'd be seeing their home country play a final in Miami.
