Last year only accounted for 4 out of 24 career playoff games for him heading into this season.

I mean there's really no way you can slice it, he's historically shot like shyt in the playoffs. He is hurt, but history tells us he probably wouldn't have been shooting the ball that well anyway
Yeah, I guess

Some people are pointing to his elbow, and I'm not saying that dude isn't hurt but heading into this season he was a career 36% playoff shooter, so I'm not entirely sure I can give him the benefit of the doubt
exactly how can you blame his elbow when the numbers speak for themselves.

Yup, It's actually amazing that it's not something talked about more. I see the TNT saying he needs to play better. I see him doing everything but hitting shots that he made when he was healthy. There's been no media questions on his elbow, nothing. I don't understand how it's this bad. That Pacers/Raps series is entirely different with a healthy Lowry. It's a shame because I thought they had a real shot in the east.

Through the first 67 games of the season dude is damn near a 40% 3 point shooter

Then he hurts his elbow and is now throwing up shots that barely don't even hit the rim.

You can see how his percentages drop even before the postseason (because of said injury). Not to mention this is the best version of Lowry (you can't really use past versions of himself as reference) -

2015/2016 - 21.2 ppg on 57.8% TS
2014/2015 - 17.8 ppg on 52.7% TS
2013/2014 - 17.9 ppg on 56.7% TS

Although there's no cause to suggest he would've carried that exact same efficiency over to the postseason, but one's percentages certainly don't drop like that if there isn't some sort of injury. Especially considering how well he shot over the first 67 games of the season.

I'm not saying his injury hasn't played a factor of why he's been awful as he's been, but again historically he's shot the ball terribly in the playoffs, even going back to when he wasn't a focal point in Houston.

Riding the train to the ACC bumping 36 Chambers. If GZA is the head of the Wu-tang voltron, what's Lowry on the raptor voltron? Who's the head? Casey?

Here's the problem though, they're not giving him treatment for his elbow and he's not icing it either, if it were truly painful right now he wouldn't be shooting as much and he'd be getting treatment on it.

He was injured sure, and that may have changed his form over time, but right now it looks more mental than anything else. He was out there shooting after the game in their practice gym, and again in the arena after the game, that is a confidence issue now.
